Unadilla Township Regular Meeting Minutes

Meeting called to order at 7:31 p.m. by Supervisor Williams.  Supervisor request we remember today is Veterans Day, she read off the names of the township area residents that made the ultimate sacrifice in past wars. World War I :  Jay Glenn, Douglas Watson.  World War II : Clare Gilmore, Harry Isham, Ted Hackenburg, Wayne, Farrell, Orval Puckett, Merlin McCleer, Richard Buckley.  Vietnam War : Maurice John Biehn, John Donohue, James Loso, Robert Simons.  She also asked that while reciting the pledge we remember those soldiers, their families and the men and women now serving our country.  Pledge to flag led by Supervisor.  Motion Krueger support Mahler to approve the consent agenda items including October minutes, and payment of bills.  Carried.  Call to Public:  Chief Cook and Chief Schroeder presented Supervisor Williams with an engraved plaque and clock, in recognition of her dedication to Unadilla Township for the past 7 years.  Zoning report issued.  Planning report:  Discussed Parks and Recreation Committee, looking at lake lot set back amendment and single wide trailer amendments to ordinance.  Discussed PUD and Open Space Preservation.  Chairman of Planning, Kelly Schmidt, notified them he was resigning from Planning Commission.  Public Safety Reports:  Chief Cook had cars repaired.  Officer Piatt has completed training.  Chief Schroeder reports that Mock Disaster training went well, they had 2 state inspectors come.  John Watters reports that the state inspectors were impressed and all went well with the training.  Dave Curtis wrote a FEMA grant.  This is the department’s 3rd attempt at getting this grant.  They were notified by Debbie Stabbenow that we received $29,000 grant for a cascade system to fill air bottles and a gear storage rack system.  Action Correspondence received from John Enos Township planner.  Effective Nov. 1, 2004 he will work an on call basis only, foregoing the monthly retainer fee.  Motion Krueger support Cowan to approve new agreement with Mr. Enos.  Carried.  Motion Cowan support Krueger to adopt Resolution 1104-01, establishing a Recreating Plan.  Roll Vote:  Yeas: Cowan, Mahler, Williams, Krueger, Topping.  Nays: None. Carried.  Motion Mahler support Cowan to create a non-paid recreation advisory committee including Krueger as board representative, Kelly Schmidt as Lakeland Trails representative, with the plans to appoint a planning rep and 2 community members at large.  Carried.  Motion Cowan support Mahler to approve Charter Communications Cable Franchise as amended.  Carried.  Motion Cowan support Mahler to approve zoning amendment (Marina’s) language, section 16.30.  Carried.  Motion Krueger support Mahler to amend tax rate levy to 4.1272 total for Unadilla Township.  Carried.  Motion Krueger support Mahler to approve Resolution 1104-2, Plainfield Speed Limit request.  Roll Vote: Ayes: Cowan, Mahler, Williams, Krueger, Topping.  Nays: None.  Carried.  Motion Williams support Cowan to appoint Charles Wisman to planning commission to replace Kelly Schmidt.  Discussion, Mahler and Krueger would like to interview candidate along with other interested persons. Opposed Mahler, Krueger, Topping.  Motion Denied.  Williams to set up interviews next week to speak with candidates.  Final call to public:  Certificate of recognition of excellence and flowers presented to Judy Williams, from the township board.  This will be Judy's last official regular board meeting as her term expires November 20th.  The board wishes Judy well in her retirement.  Motion Williams support Krueger to adjourn at 8:00 p.m.  Carried.
